STIB Marly Bus Depot Extension and Electrification Project: Environmental Impact Assessment

STIB is developing its regional bus network and plans to electrify its bus fleet. For this, new, larger depots capable of charging electric buses are required. Construction work must take place without disrupting service. Maintaining depot operations during ongoing construction work is therefore a challenge. If this is not possible, temporary depots will be needed.

In this context, Stratec conducted the Environmental Impact Assessment for the extension project of the existing STIB bus depot ‘Marly’ in Neder-over-Heembeek.

Context

The ‘Marly II’ project involves the extension of the existing bus parking slab (225 buses), the installation of electric charging masts, the construction of a bus repair and maintenance workshop, spanning 4 levels and covering a ground area of 13,500 m², including offices and staff facilities, as well as an underground employee parking lot (351 spaces).

Stratec conducted the environmental impact assessment for the project.

Key Aspects of the Study

  • Mobility: analysis of the adequacy between supply and demand for staff vehicle parking, as well as bicycle parking availability
  • Integrated Stormwater Management on the plot: the topic of rainwater management was also analysed, with the implementation of a storm and infiltration basin
  • Wastewater management: operation of bus wash stations, reuse of rainwater, and treatment of wash water
  • Fauna, flora, and biodiversity: the partial establishment of the depot on a brownfield site also raised issues concerning this theme
  • Urban planning, renewable energy, safety, etc.: the building’s design was also analysed from the perspective of urban planning, energy, etc.
  • Construction phase: the continued operation of the Marly I depot during the construction of the Marly II extension represents a significant challenge

Next Steps

After the completion of the EIA, Stratec leveraged its knowledge of the site and the project to produce two impact reports:

  • Impact Report related to the project for installing a test station for hydrogen bus charging at the existing depot
  • Impact Report as part of the application for an environmental permit 1B for the operation of an existing parking lot on the adjacent plot to the depot, intended for staff during the construction of the Marly II extension; a construction period during which the Marly I depot must remain operational

TEC shares the same development and fleet electrification objectives in the Walloon region, and Stratec is currently assisting TEC with two bus depot projects in Walloon Brabant.
