International Benchmarking on Parking Policy

The Stratec team was commissioned to evaluate international parking policies to inform the update of the Brussels PRPS and to propose recommendations adapted to the local context.

Context and Objectives

The Regional Parking Policy Plan (PRPS), adopted in 2014, is currently under revision. While it has led to significant progress — harmonising parking rules and increasing the visibility of Parking.brussels — several challenges remain: clarifying the Agency’s role, managing on-street parking, and integrating new forms of mobility.

To inform this process, Parking.brussels and Brussels Mobility wished to conduct an international benchmark to compare parking policies in other major cities. The objective: to position Brussels in relation to these metropolitan areas, understand the challenges of certain specific themes (MaaS, impact of parking policies on the economy and businesses, shared mobility, etc.), and draw useful lessons to define the new regional policy.

Methodology

The study was conducted in three phases:

  • Benchmarking and comparative analysis of 10 urban areas through documentary research and interviews (at the scale of the urban area, city center, and neighborhoods)
  • In-depth thematic focuses on six key issues (literature review): P+R management policies, the links between parking and economic dynamism, MaaS solutions applied to parking, the impacts of parking decisions on poverty, policies for compensating for removed on-street parking spaces, and parking challenges for shared mobility
  • Formulation of recommendations and courses of action adapted to the Brussels context.

Results

The study resulted in 16 concrete recommendations to support the revision of the PRPS and strengthen the regional parking strategy, while drawing inspiration from international best practices.
