Development of the Brussels Region's MUSTI Model
Since 1984, Stratec has been developing and updating the transport models for the Brussels Region.
Between 2012 and 2022, the regional administration entrusted Stratec with revising the IRIS 2 model to create a multimodal tool (from regional to national scales) capable of evaluating various policies: investment prioritisation, congestion reduction, nuisances, travel times, and promotion of modal shift.
This is the MUSTI Model currently used by Brussels Mobility to evaluate regional transport policies.

Challenges
The transport model evaluates the effectiveness of network coordination scenarios (RER, InterCity, urban public transport), pricing, measures related to active modes or new transport modes, etc.
It is a very comprehensive macro-model that simulates congestion, parking restrictions, traffic and parking shifts, as well as traffic light optimisation.
Methodology
Built according to best practices, following the 4-step scheme (generation, distribution, modal choice, assignment), the model integrates innovations: parking pricing, P+R, departure time choice, cycling, and signalised intersections.
Modal and route choices are calibrated via 1,080 stated preference surveys. A Python interface ensures data readability and updating.
This model is the technological showcase of Stratec’s expertise in this field.
Results
The model is systematically used for all strategic studies in the Brussels Region (dozens of studies, including the most ambitious ones: North Metro, tram projects, Brabantnet, etc.).
Guides and training have supported its adoption.
