Assistance to the Project Owner for the Hyper-Coordination of Works in the Brussels Region
Stratec’s team provides daily support to the project owner in its tasks of monitoring, analysing the mobility impacts of works, coordination, and dialogue with the various stakeholders (utility companies, administrations, public transport operators, …).

Context and Objectives
Each year, over 120,000 construction sites are active in the Brussels-Capital Region. With major upcoming projects (tunnels, road axes, metro, etc.), their impact on mobility will be significant. To limit this, the Works Coordination Commission has implemented the principle of hyper-coordination: within a defined area, no works are authorised without common planning and coordination, in order to optimise phasing, pool resources, and reduce disruptions.
Our mission of mobility AMO aims to support the hypilot in:
- the monitoring of hyper-coordination zones
- the analysis of cumulative mobility impacts
- the mitigation of these impacts (all modes, all dimensions: phasing, accompanying measures, signage, …)
- dialogue with relevant stakeholders
Method
Several major zones have already been addressed, particularly around the Annie Cordy, Porte de Hal, and Cinquantenaire-Montgomery tunnels, as well as during the start of the Tour de France in 2019.
Each time, the approach is based on proactivity and a flexible work plan including:
- Collection and analysis of quantitative data (counts, mobile data, …) or qualitative data (meetings, interviews)
- Search for synergies between works, particularly regarding phasing
- Potential (meso-/micro-)traffic simulations
- Formulation of innovative and ambitious accompanying measures
- Development of a mobility plan and an evolving signage-diversion plan
- Recommendations for the targeted communication plan
- Alternative measures to encourage multimodality
- Monitoring and ex-post evaluations
Results
The hyper-coordination of works is an innovative collaborative approach that analyses the cumulative impact of works in key regional mobility zones. It optimizes planning among numerous stakeholders, preserves road infrastructure, and generates economies of scale through better coordination (phasing, communication, signage, etc.).
Our analyses, based on the STOP principle (Pedestrians > Cyclists > Public transports > cars) and aligned with the Regional Mobility Plan, aim to ensure safety and fluidity for all users. The recommendations take into account technical, financial, and scheduling constraints, while limiting disturbances for local residents.
