Evaluation of the Implementation of the Regional Mobility Plan by Stakeholders (Including Municipalities)
Adopted in 2020 by the Brussels Government, the Good Move Regional Mobility Plan is the result of a broad participatory and co-construction process. Having come into force in May 2021, it is now being progressively implemented by numerous stakeholders: the Municipalities, the Region, public transport operators, etc.
In accordance with the Ordinance of July 26, 2013, an evaluation of the Plan must be carried out once per legislative term by Brussels Mobility, the organising authority of transport and lead implementer.

Context and Objectives
To support the audit and evaluation work of the Regional Mobility Plan, Brussels Mobility commissioned our multidisciplinary team to provide project ownership assistance.
This mission aims to support the monitoring and evaluation of the Plan’s deployment within municipal territory and across various public bodies. The consortium provides the following:
- Analytical and methodological support
- Operational support for Brussels Mobility teams
- A critical and constructive perspective on the implementation of actions
As an intermediary between the Region and the 19 Brussels municipalities, the consortium ensures overall regional coherence, while offering tailored support adapted to each municipality and its specificities.
A Flexible and Modular Framework Agreement
This framework agreement is based on an adaptable service contract, comprising several types of services that can be activated as needed.
Our main intervention areas are:
- Quantitative evaluation tools
Development of indicators and a dashboard: research, collection, and consolidation of data for monitoring the implementation of the PRM. - Qualitative evaluation tools
Conducting interviews and participatory workshops with public bodies to gather feedback on the implementation of the PRM and identify easily actionable levers for the Municipalities. - Support for municipalities in defining an action program
Presentation of a regional and personalised assessment to the 19 municipalities. Identification of concrete courses of action and opportunities that can be leveraged for their implementation. - Facilitation of exchange workshops
Organisation and facilitation of regular workshops to foster the sharing of experiences and tools among municipalities, within the Brulocalis network. - Collection and encoding of additional data
Conducting field surveys and data entry to enrich regional and municipal information databases.
Results
The work carried out during this first half of the mission has enabled the creation of a comprehensive dashboard for the implementation of the Regional Mobility Plan. This monitoring, both quantitative and qualitative, provides an overview of the implementation of actions in the 19 Brussels municipalities.
The results have been compiled into a regional summary, which feeds into the GoodMove action evaluation sheets, available on the Mobility Observatory website.
Exchange workshops, brainstorming sessions, and conferences also brought together municipalities and their partners to share experiences and contribute to the drafting of the PRM’s general evaluation plan, in collaboration with Brussels Mobility.
Finally, an individual assessment was conducted with each municipality, combining interviews, surveys, and personalised mapping.
In 2026, this approach will continue with personalised support for certain municipalities interested in deepening their strategy on specific themes/aspects of their mobility policy.
