Impact assessment of the Tram 95 route in Brussels

The Tram Master Plan considers, by 2030, a new tram link between the north-west and the south-east of the Brussels-Capital Region. The purpose of the study was to assess the impact of a section of this “diagonal”. This section, between Central Station and Wiener, aims to replace the current Bus 95 with a tram link, serving an area with a high density of residents, jobs and students, and facing major heritage, environmental and mobility constraints.

Objectives

Provide the future Brussels Government with all the elements needed to confirm the best route, assess the project’s overall value beyond the needs of the transport operator, and identify the technical obstacles to be overcome.

Methodology

The study combined macroscopic (full route) and microscopic (by neighbourhood) analyses. The approaches included:

  • Forward-looking, multi-theme diagnostic
  • Needs analyses
  • Bus network reorganisation scenarios
  • Urban planning, heritage, landscape and ecological impact studies
  • Traffic management
  • Technical and financial pre-feasibility studies.

The “funnel” methodology made it possible to filter out routes that were technically unfeasible or of limited relevance, and then to analyse in detail a limited number of variants. A multi-criteria assessment, using the collaborative D-Sight platform, considered technical, economic, environmental and social factors.

Results

A “top 3” of timely and feasible routes to submit to the next Government, as well as the identification of critical points requiring consultation and further studies.
