Brussels Mobility Barometer 2021 and 2024

The Regional Mobility Plan (RMP), approved in 2020, provides for an evaluation every 30 months to measure the implementation and impact of the actions undertaken. Monitoring is based on various indicators and satisfaction surveys, including the Mobility Barometer.

Conducted every three years among all users travelling within the region, it aims to assess satisfaction levels related to the mobility offer (all modes), its interaction with demand (congestion, travel time, nuisance) and to identify users’ expectations. Our team is responsible for its design, administration and analysis of the results.

Context

The Mobility Barometer is a large-scale satisfaction survey that regularly collects the views of more than 3,000 respondents.

In this respect, it is a relevant monitoring tool for tracking the implementation of the Regional Mobility Plan across all aspects of mobility: public spaces, infrastructure quality, changes in behaviour (teleworking, e-commerce, etc.) and levels of buy-in or sensitivity to different regional policy directions.

Comparative analysis of the results across editions makes it possible to compare how these various topics evolve at fixed intervals, and to measure the level of inclusiveness of the RMP (gender analysis, specific analysis of people who feel discriminated against, people living with a disability, etc.).

In practice

The Mobility Barometer is delivered in three phases:

  • finalisation of the methodology: definition of quotas, choice of distribution and communication channels, development of the survey questionnaire, GDPR compliance
  • survey fieldwork (handled by our partner AQRate)
  • data processing and analysis, comparison of the results with the previous edition’s Barometer: overall and spatial analyses, clustering, comparative analysis of results against those of the previous edition.

A rigorous quality control is carried out at every stage.

Results

The results of the Barometer are intended to guide the work carried out by Brussels Mobility in implementing the Regional Mobility Plan. This comprehensive and exhaustive barometer is a valuable source of information for public authorities to support their strategy.

A summary report of the results, intended for the general public, was also produced to ensure transparency regarding the results of the public authority’s work.

This approach is continued through more targeted surveys of specific population groups (for example, users of shared micromobility, car-sharing users, etc.).
